Contact which starts or ends above the base of the sternum may be liable to sanction.
Sanctions

• An initial contact from above the base of the sternum to shoulders may be liable to sanction (penalty kick) and repeated infringements could lead to an escalation of sanctions (cards).
• An initial contact above the line of the shoulder will be managed through the Head Contact Process, as the current high tackle process is.
